Problem Beschreibung
Medizin, Pharma und Recht sind Systeme mit binärer Codierung, wodurch sie in der Gesellschaft ein erkennbares Profil erhalten. Medizin behandelt Krankheit und nicht Gesundheit, Pharma behandelt Krankheit und nicht Gesundheit und Recht definiert Recht gegenüber Unrecht.
Neben AMPARL bestimmen weitere Systeme mit anderen Codierungen gesellschaftliche Realitäten wie etwa Politik als Macht gegenüber Ohnmacht, Wirtschaft als bezahlbar gegenüber nicht bezahlbar und die Moral mit gut gegenüber böse (link).
Wenn die Preise für die Gesellschaft toxisch oder wenn die wissenschaftlichen Studien gefälscht sind, führt dieser pseudowissenschaftliche Wissenschafts-Code «wahr» (wo der wissenschaftliche Code «unwahr» erkennen würde) den Moral-Code böse in das System Pharma ein. Damit wird die Pseudo-Realität der Pharma als gesellschafts-toxisches Geschäft in die Narrative der Gesellschaft eingeführt, mit unabsehbaren Folgen. Verhält sich das Pharma-System gegenüber diesem Problem opportunistisch in dem Sinne, dass angenommen wird, dass der Schaden kleiner bleibt, wenn Pharma am falschen Code teilnimmt und diesen sogar selber alimentiert als wenn Pharma falsche Codes richtig stellen würde, bleibt für das Individuum nicht mehr erkennbar, für welche Codes Pharma eigentlich einsteht.
Die Gesellschaft wird durch das (Volks-) Wirtschafts-System in vielen Bereichen gestaltet, der binäre Code bezahlen-nicht bezahlen entscheidet über die Existenz der Gesellschafts-Ausgestaltung. Die Bezahlbarkeit und die Höhe der Preise richtet sich nach den Effekten, welche durch Medizin und Pharma erzeugt werden, z.B. Heilung, Erstellung der Arbeitsfähigkeit, Rettung vor dem Tode. Wenn bei der Berechnung der Kosteneffektivität jedoch Fehler oder Verzerrungen zu Resultaten führen, welche die Effekte im Vergleich zu den Kosten als unwirtschaftlich erscheinen lassen, entgeht der Gesellschaft eine kosteneffektive Behandlung und es bedeutet für die Medizin als auch für die Pharma Insolvenz. Mit dem Finanzierungsentzug wird Forschung und Entwicklung behindert, der Fortschritt in der Behandlung von Krankheiten wird verlangsamt oder versiegt komplett.
AMPARL als Problem Lösung
Die Systeme Medizin, Pharma und Recht garantieren bei ordentlichem Funktionieren Fortschritte in Behandlung, Entwicklung und Forschung. Die Kooperation und gegenseitige Unterstützung der Systeme Medizin, Pharma und Recht kann jedoch gestört sein, ohne dass die einzelnen Systeme erkennen können, wo die Störung vorliegt und wie sie zum Nutzen aller eliminiert werden könnte.
Die Aufgabe von AMPARL ist die gegenseitige Schulung der Systeme als Voraussetzung zur erfolgreichen Elimination von fehlerhaften Codierungen durch Politik, Volkswirtschaft und Wissenschaft.

Problem Description
Medicine, pharma and law are systems with binary coding, which gives them a recognisable profile in society. Medicine treats disease and not health, pharma treats disease and not health, and law defines right versus wrong.
In addition to AMPARL, other systems with different coding define social realities such as politics as power versus powerlessness, economics as affordable versus not affordable and morality with good versus evil (link).
When prices are toxic to society or when scientific studies are falsified, this pseudo-scientific science code «true» (where the scientific code would detect «untrue») introduces the morality code evil into the pharma system. This introduces the pseudo-reality of pharma as a socially toxic business into the narratives of society, with unforeseeable consequences. If the pharma system behaves opportunistically towards this problem in the sense that it is assumed that the damage remains smaller if pharma participates in the wrong code and even supports it itself than if pharma puts the wrong codes right, it no longer remains recognisable for the individual which codes pharma actually stands for.
Society is shaped by the (people’s) economic system in many areas, the binary code pay-not-pay decides on the existence of society’s design. The affordability and the level of prices are determined by the effects that are produced by medicine and pharmaceuticals, e.g. healing, creating the ability to work, saving from death. However, if errors or distortions in the calculation of cost-effectiveness lead to results that make the effects appear uneconomical compared to the costs, society will miss out on cost-effective treatment and both medicine and pharma will miss out on insolvency. With the withdrawal of funding, research and development is hampered, and progress in the treatment of diseases is slowed down or dries up completely.
AMPARL as a problem solution
The medical, pharmaceutical and legal systems guarantee progress in treatment, development and research if they function properly. However, the cooperation and mutual support of the medical, pharmaceutical and legal systems can be disrupted without the individual systems being able to identify where the disruption is and how it could be eliminated for the benefit of all.
AMPARL’s mission is to educate each other’s systems as a prerequisite for the successful elimination of faulty coding by policy makers, economists and scientists.
